Proposal name: Water Main Replacement Phase II
Description of Proposal: White Salmon has developed preliminary engineering plans for Phase II of its water main replacement project. Phase IIA involves the installation of approximately 14,500 linear feet (LF) of 20-inch diameter main and 2,500 LF of 12-inch diameter main for the transmission system, as well as around 11,900 LF of 4-inch, 6-inch, and 8-inch diameter mains to serve existing users. The project also includes the construction of nine 6-inch and 8-inch pressure reducing valve (PRV) stations, fire hydrants, new service lines, and water meters, all funded through the Public Works Board. Construction is expected to begin in Spring 2025.
The timeline for the remaining phases of the project is still to be determined and will depend on securing additional funding. A detailed schedule will be established as financing is confirmed.
Notice is hereby given that the City of White Salmon (Applicant) filed a State Environmental Policy Act (SEPA) checklist (#WS-SEPA-2024.003) for our Water Main Replacement Phase II.

SEPA Threshold Determination
The City of White Salmon issued a Determination of Non-Significance (DNS) under the SEPA Rules (Washington Administrative Code Chapter 197-11-340 (2) for the City’s Water Main Replacement Phase II located within the City’s water service area, which includes Township 3 North, Range 10 East, Sections 2, 3, 10, 11, 13, and 14, Willamette Meridian, Klickitat County, Washington. After reviewing a completed environmental checklist and other information on file with the agency, the City of White Salmon determined that this proposal will not have a probable significant adverse impact on the environment. This information is available to the public upon request.
SEPA Comment Period
Any person desiring to express their views or to be notified of the action taken on this application should notify the City of White Salmon in writing of their interest within fourteen (14) days of the date of publication of this notice, which is November 13, 2024. Written comments must be received no later than 5:00 PM on November 27, 2024. Comments can be submitted by mail to City of White Salmon (PO Box 2139, White Salmon, WA 98672), in person at City Hall’s Dropbox (100 N. Main), or by email correspondence at Erikac@whitesalmonwa.gov.
SEPA Appeal Period
Per the White Salmon Municipal Code 18.20.170 - Environmental Protection (SEPA review) Appeal, any agency or person may appeal this DNS to the city council. The proponent or any aggrieved party may perfect such appeal by giving notice to the responsible official within ten days of the decision being appealed. Appeals shall not be deemed complete without payment of the appeal fees applicable, payable to the City of White Salmon. Appeals must be filed by November 27, 2024.
