The City of White Salmon operates under a Mayor-Council form of government, which is the oldest and most common form of government for cities in the state. The mayor-council form consists of a mayor elected at-large, who serves as the city's chief administrative officer, and a separately elected at-large council, which serves as the city's legislative body. This separation of powers is based on the traditional federal and state models in the United States.

The Mayor appoints senior leadership to run the daily operations of the city. Staff leadership is responsible for working with the mayor to carry out the policies and ordinances of the governing council and overseeing the day-to-day operations of the government.
