Description of Proposal: The City proposes adopting its TSP as a guiding document that identifies projects, programs, and policies to meet White Salmon’s transportation needs and explores different funding mechanisms and strategies for implementation. This is a non-project proposal. The TSP was developed to be compatible with existing and projected transportation and roadway plans, as well as existing City development standards. Development projects proposed within the City’s rights-of-way must conform with the City’s TSP, White Salmon Municipal Code, and all other applicable local, state, and federal regulations.

The proposed “Lite” Transportation System Plan (TSP) is currently under review, and local adoption is anticipated in August 2023. The application was determined to be completed on July 14, 2023.

SEPA Determination of Non-significance (DNS) for City of White Salmon, File #WS-SEPA-2023.003 Notice of SEPA Comment Period, Notice SEPA Appeal Period

Notice is hereby given that the City of White Salmon (Applicant) filed a State Environmental Policy Act (SEPA) checklist (#WS-SEPA-2023.003) for their DRAFT “Lite” Transportation System Plan. The City proposes adopting its TSP as a guiding document that identifies projects, programs, and policies to meet White Salmon’s transportation needs and explores different funding mechanisms and strategies for implementation. This is a non-project proposal. The application was determined to be completed on July 14, 2023.

The application submitted by the City of White Salmon includes the SEPA checklist and the Draft “Lite” Transportation System Plan. These documents are available on the city’s website (white-salmon.net), for request at White Salmon City Hall (100 N Main, Tues - Fri; 8:30 AM - 5:00 PM), or by email at Erikac@ci.white-salmon.wa.us

The City of White Salmon has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after reviewing a completed environmental checklist and other information on file.

This determination is based on the following findings and conclusions: The entire extent of this project would occur within roadways, right-of-way, and previously disturbed areas. There are no planned disturbances to sensitive areas such as wetlands, waterbodies, sensitive ecological areas, or areas with known historical/archaeological features

Any person desiring to express their views or to be notified of the action taken on this application should notify the City of White Salmon in writing of their interest within fourteen (14) days of the date of publication of this notice which is July 19, 2023. Written comments must be received no later than 5:00 PM on August 2, 2023. Comments can be submitted by mail to City of White Salmon (PO Box 2139, White Salmon WA 98672), in person at City Hall’s Dropbox (100 N. Main), or by email correspondence at Erikac@ci.white-salmon.wa.us

Per the White Salmon Municipal Code 18.20.170 - Environmental Protection’s (SEPA review) Appeal, any agency or person may appeal this DNS to the city council. Such appeal may be perfected by the proponent or any aggrieved party by giving notice to the responsible official. Appeals shall not be deemed complete without payment of the appeal fees applicable, payable to the City of White Salmon. Appeals must be filed by 5:00 PM on August 2, 2023.

A public hearing regarding the DRAFT “Lite” Transportation System Plan (with a virtual/telephonic attendance option) will be held during the Planning Commission meeting on Wednesday, August 9, 2023, at 5:30 PM.
