We’re focusing on code updates in the near-term, but we are starting to wrap our heads around broader changes to the city’s system of development and overall approach. One consideration is moving to Form-Based Code.

The most common form of land-use regulation in the United States is known as Euclidean zoning. Euclidean zoning is based on the idea that each “zone” or designated area of land should be reserved for a specific use. Form-based code, however, is based on context, focusing on building form and prioritizing the character and design of a place over the extensive and detailed permitting of individual uses. Focusing on form can eliminate what are often long and complex design guidelines in conventional zoning ordinances, and its ease of application is more approachable for the general public and permit applicants.
